Dear Parishioners,
Please read the following important information! This information was sent to me as your pastor by the office of the Archdiocesan Communication Department of Los Angeles last Monday, December 14.
Periodically, parishes and schools are targeted by individuals who characterize themselves as “First Amendment auditors.” They claim to be testing their constitutional rights and target churches, synagogues, schools and military bases, among other places.
The standard approach is this: one or more individuals station themselves on the public sidewalk near an entrance to the premises and begin filming everyone who enters and exits. Sometimes they move around, but they are generally careful not to trespass onto private property. Occasionally, they will try to provoke reactions by yelling. They will often livestream their antics or post videos on social media sites including YouTube. Their goal is to provoke confrontations and subsequent reactions that they can post on social media, and on several occasions they accomplish their goal of sharing content online of both physical and verbal attacks by their victims. Regrettably, some of those videos include parishioners using language and engaging in conduct that is decidedly improper, even potentially life endangering. Any interactions, even if well-intentioned, with these individuals are subject to being filmed and posted online and could reflect negatively on the parish or school.
Please do NOT give these provocateurs what they want. Their activities may be troubling, even frightening, but do NOT engage with them in any way. In the United States, filming activities that are visible from the public street is not illegal. Recording speech “in any other circumstance in which the parties to the communication may reasonably expect that the communication may be overheard or recorded” is also permitted by law. If they trespass, utter threats or engage in physical confrontations, notify law enforcement as soon as possible.
As Christmas approaches and families are attending more outdoor celebrations at our parishes, please be informed that should anyone come across this type of activity near our parish or school, do NOT approach or engage the individual. Please make sure to share this information with others who may have not read this warning to not engage the individual. Any encounter will be filmed and subject to posting online.
If the conduct moves beyond the public sidewalk and on to parish (private) property, and disrupts a Mass or other religious service, please call law enforcement. The following text from the California Penal Code is available here to be given to anyone who willfully disturbs an assembly for religious worship on parish property, such as a Mass:
Penal Code Section 302:
Every person who intentionally disturbs or disquiets any assemblage of people met for religious worship at a tax-exempt place of worship, by profane discourse, rude or indecent behavior, or by any unnecessary noise, either within the place where the meeting is held, or so near it as to disturb the order and solemnity of the meeting, is guilty of a misdemeanor punishable by a fine not exceeding one thousand dollars ($1,000), or by imprisonment in a county jail for a period not exceeding one year, or by both that fine and imprisonment.
Contact local law enforcement immediately if there is an actual disruption as described in the Penal Code. Also, please contact the Archdiocese Legal Department at (213) 637-7511 or email the Communications Department at [email protected] to report the matter.
These individuals hope for the worst in human behavior and often respond in unexpected ways. The best thing we can do in these instances is: NOT engage, NOTIFY law enforcement and PRAY for them.

Por favor, NO le den a estos provocadores lo que ellos quieren. Sus actividades pueden ser preocupantes, incluso aterradoras, pero NO se involucren con ellos de ninguna manera. En los Estados Unidos, filmar actividades que son visibles desde la calle pública no es ilegal. La ley también permite grabar el intercambio verbal “en cualquier otra circunstancia en la que las partes involucradas en una comunicación puedan esperar que la comunicación sea escuchada o grabada”. Si entran a nuestra propiedad sin autorización, profieren amenazas o se involucran en enfrentamientos físicos, notifique a la policía inmediatamente.
A medida que se acerca la Navidad y las familias asisten a más celebraciones al aire libre en nuestras parroquias, entonces ofrece a ustedes esta información que si alguien se encuentra con este tipo de actividad cerca de nuestra parroquia o escuela, NO se acerque ni se involucre con la persona. Si la conducta traspasa la acera pública y llega a la propiedad parroquial (privada) e interrumpe una Misa u otro servicio religioso, llame a la policía. El siguiente texto del Código Penal de California está disponible para dárselo a cualquier persona que intencionalmente perturbe una asamblea para la alabanza religiosa en la propiedad de la parroquia, como por ejemplo una Misa.
Sección 302 del Código Penal
Toda persona que intencionalmente perturbe o inquiete a una asamblea de personas reunidas para la alabanza religiosa en un lugar de culto exento de impuestos, mediante discursos profanos, comportamiento grosero o indecente, o mediante cualquier ruido innecesario, ya sea dentro del lugar donde se realiza la reunión, o tan cerca de ella como para perturbar el orden y la solemnidad de la reunión, es culpable de un delito menor que se castiga con una multa que no excede los mil dólares ($ 1,000), o con prisión en una cárcel del condado por un período no mayor de un año, o por ambos: multa y encarcelamiento.
Contacte de inmediato a las agencias policiales locales si hay una interrupción real como se describe en el Código Penal.
